Ice Storm Being Compared To Hugo
The ice storm that visited Wilkes last week left people without power for several days. Now after having time to calculate the extent of the problem, Duke Power is saying this was one of the worst storms since Hurricane Hugo in regards to the power going out. Across North and South Carolina, 683,000 saw their power kicked off by the weather, compared to 696,000 by Hugo. Tree limbs and downed power lines in sections of Wilkes and the surrounding area made it harder for workers to get things back up and running. In fact it took most of the weekend for work crews to get everything back to normal.

Local Man Killed In Wreck
The ice and snow led to at least one death here in Wilkes County. Friday morning, a man from Granite Falls lost control of his vehicle and slammed into an oncoming tow truck on Hwy 16/18 near Boomer. 24-yr-old Jose Silverio Menchu-Santizo died at the scene.

Thieves Hit Millers Creek Home
Deputies were called out to a house in Millers Creek last week, after thieves dropped by. Witnessed reported seeing two men come into the house while the owner was gone, grab some items from inside and take off. It's unclear exactly how they got inside the house, as no damage was done to the property and there was no sign of a break-in. Included in the theft was over $4000 in cash and some jewelry. One of the thieves was identified and that information was turned over to sheriff's deputies. The investigation is ongoing.

Taxpayers In Wilkes And Around State Paying For Poor Health
Wilkes County taxpayers are having to dig deeper into their pockets, in order to foot the bill for unhealthy people. That was the finding of a study released on Tuesday by Be Active North Carolina. The organization discovered that it's costing North Carolina $24.1 billion a year to pay for health insurance, with most of that due to extra expenses. For children alone the cost is $38.2 million a year. Physical inactivity, obesity, diabetes and an improper diet are to blame for the increase, according to health experts from the organization. The increase was broke down into four categories: excess weight was responsible for $9.7 billion, while physical inactivity took another $9 billion. The cost of treating people with diabetes took in $3 billion and the final $2.4 billion was swallowed by poor diet, as people didn't eat enough fruits and vegetables. The good news is that we can start chipping away at the extra cost, to the tune of $1.5 billion a year, by simply eating the right kinds of food and getting exercise.

Gun Stolen From Millers Creek Residence
Thieves broke into a Millers Creek man's home last week, stealing a gun and then running off. They got inside by breaking off the doorlock, however once in the building nothing else was damaged or even touched. The only thing missing was a .22 caliber semi-automatic. There is a suspect in the case and the investigation continues.

Booze It And Lose It Campaign Cleans Up In Wilkes

Since it began on Nov. 17th, there have been 100 speeding tickets and 40 seatbelt violations here in the county. Also 11 DWIs with two of them under 21. Also 14 drug violations. Out of the surrounding counties, only Forsyth and Watauga had more situations involving drugs than Wilkes. The program will continue until after New Year's Day.

Watch Out For CO2
With ice and snow on the ground, it's time to turn on that heater or throw a few more logs on the fire. While this will keep out the cold, it could also lead to carbon monoxide poisoning if you're not careful. Carbon monoxide is produced when items with carbon in it aren't completely burned. Here are some tips on how to prevent poisoning in your home. Even when it's cold outside, don't leave your car running in the basement or garage. The carbon monoxide put off by the exhaust can flow up into the rest of your house. Also if you have exhaust fans for any type of heater in the house, don't use them at the same time as the clothes dryer. The reason being this creates negative pressure, pulling the carbon monoxide back in.

Wilkes Cares Needs Help
During the Christmas season, we hear so much about Angel Trees and raising money for presents, but there are other needs, just as important here in the county. Wilkes Cares is facing a serious problem, as their shelves are almost empty of food and they don't have enough clothes to give to needy kids. One of the major needs is for childrens' coats, especially with winter weather constantly in the forecast. If you have any children's clothes or extra food to donate, you can drop it by to Wilkes Cares. They're located on the Elkin Hwy in North Wilkesboro. You can also call at 838-4900.

Weather Causes Power Outages
The ice and snow that fell on Thursday led to some people staying in the dark for part of the day. Sections of Wilkes saw the power flicker on and off, thanks to downed power lines. In the Winkler Mill area, a tree limb fell and knocked out power for most of the day, while sections of Millers Creek and the Cricket community went without as well. For those still without power this morning, Duke Power and Blue Ridge Electric said that they hope to have everything restored to normal by this afternoon at the latest. 900 Blue Ridge Electric customers across a three county region were affected by the storm, while Duke Power said that 1600 people in Wilkes were without. All total, over 450,000 people throughout the Carolinas and Georgia fell victim to the ice storm, knocking down power lines and shorting out the phones.

In Case Of Power Outage
With ice and snow still hanging around the county, areas are still at risk of losing their power. If you do have a power outage to report this morning, you can call Duke Power at 1-800-769-3766 or Blue Ridge Electric customers can call 1-800-448-2383. Stay tuned here to 3WC and we'll have weather updates for you throughout the day.

Warnings When Heating Home
The things you don't do can be just as important when dealing with ways to heat your home. With the temps hovering around freezing, today and Monday we'll be going back for a look at things to be cautious of when trying to keep warm. First off, never use gasoline or starter fluid to ignite a fire in your fireplace. You'd be surprised how many people do that each year and cause a major blaze that puts the entire home at risk. Also fireplace chimneys commonly build up creosote, which is itself flammable. Be careful how much trash or paper you burn in your fireplace, as they are the number one cause of creosote buildup. Also be careful when using space heaters. They need to be kept on the floor, away from any combustible materials. Always unplug your heaters when going to bed or leaving the house and if you have a kerosene heater, never substitute gas or camp stove fuel. That could cause some serious problems you don't need. On Monday, carbon monoxide can be a major problem where furnaces and fireplaces are concerned. We'll take a look at some of the problems and offer some solutions.

Red Cross Looking For Fundraising Help
The Red Cross finds itself in need of help as we head toward the end of the year. The local chapter continues to sell cookbooks, to help raise the money it needs to cover costs of daily operations, in addition to the funds used to help victims of the recent hurricanes. The cost of a cookbook is $10 and it contains recipes from chapter members along with their family and friends. With Christmas coming next week, it might be a good idea for last minute shoppers. For more information or to purchase one, you can call the Red Cross at 838-4563.

Anti-War Protestors Reach 5th District
The anti-war movement has apparently reached the 5th District. On Wednesday, protestors took a petition with just over 500 names to the Clemmons office of Congresswoman Virginia Foxx. Their goal? To convince the congresswoman to support a timeline to begin troop withdraws from Iraq. The Democratic group MoveOn.org was responsible for the creation of the petition and collection of names, taken from people across the 5th District. Congresswoman Foxx has said that she wants to bring the troops home, but not before their job is finished and the terrorists defeated.

Winter Booze It And Lose It Program Continues
Unfortunately the Christmas season can mean more opportunities for people to drink and drive. To help prevent any drunk driving accidents, the Highway Patrol will be out in force across Wilkes over the next few weeks, as part of the annual Winter Booze It & Lose It campaign. During the Christmas season last year, 47 people in the state died due to alcohol related accidents. Checkpoints will be out in full force and troopers will be patroling over the next month to prevent any more fatalities.

Newest Protection Against Fraud
With the Christmas season in full swing, this is also a busy time of year for thieves, both the usual kind and those who travel on the internet. Credit cards, social security numbers and other personal information is a major target. But now, people here in North Carolina can take steps to protect themselves against ID Theft. The Identity Theft Protection Act, a new law that went into effect December 1st will allow you to block access to your credit records, preventing any would be thieves from gaining access and ruining your finances. You will be able to do that thanks to a security freeze. The only problem is that while thieves won't be able to use your credit to purchase things, neither can you. Once the freeze is placed on, no company or business can check up on your credit history until its' lifted. If you do want to fill out an application for a credit freeze or just want more information, you can log on to the state Department of Justice website at www.ncdoj.com/idtheft.

Winter Weather Not A Friend To Retailers
It's beginning to look a lot like Christmas and that's a problem for retailers across the state. According to business owners, the winter weather this week has caused their finances to take a hit, as ice & snow kept people at home. Owners said that if the bad weather lasts more than one day, it could cut into their profits and make things tight for the rest of the year. The top concern of store owners is that people will decide to go online instead of heading out, choosing to buy their gifts from ebay and other stores with the click of a mouse.

Appalachian In Championship Game
Questions surround Appalachian State as they head into tonight's championship game with Northern Iowa. Gametime is set for 8pm, but no one's sure who will be coming in behind center. Quarterback Richie Williams was thought to be out for the year, after injuring a tendon last week, but now it appears he simply sprained it. The coaching staff said that Williams is makling progress in his rehab, but they aren't sure if he can suit up tonight. North Carolina resident Tim Montgomery is putting away his track shoes for good. Montgomery, who lives in Raleigh, has denied that he took any illegal substances. Even though he never tested positive, Montgomery's ban came as a result of evidence collected in the BALCO scandal, where federal officials are investigating a California lab that supplied illegal drugs to athletes.

How To Protect Yourself On the Roads
With ice and snow covering the roads today and more possibly coming, it's important to remember several things when driving. First and foremost, plan your driving route. When winter weather hits, the side roads and shortcuts that might get you to work quicker could also cause you to be in a wreck. The reason being that those side roads aren't plowed and salted as often as the highways and other big traffic areas. Also be sure to keep your windows and windshield clear at all times. Just seeing the road in front of you isn't enough, especially at intersections where a driver could lose control and you'd never see the car if your windshield is frozen. If nothing else, don't be afraid to pull over and clean the windows by hand. It's more time consuming but it could also save your life. Finally, be a defensive driver. Just take it slow and be careful, you might not get to work as quick, but better late than never.

No Good Deed Goes Unpunished
Unfortunately for one Wilkesboro woman, the phrase no good deed goes unpunished proved true this week. A woman had come by her office, asking if she could use the phone and call for a ride. She handed over the phone and went to take care of some business. When she returned, the other woman was gone, along with the wallet from her purse. Inside were several credit and debit cards, along with her personal information and social security card. After getting in touch with the companies, it turns out the thief was already on a spending spree. Her credit cards had been used at local stores, with several hundred dollars being charged to the account. The suspect was caught on video and Wilkesboro police are continuing the investigation.

That investigation is ongoing.

Eva Hendershot from the Wilkes branch will be Brian's guest today for Focus on the Foothills. They'll be talking about the organization, what exactly they do and how you can get involved if you're interested in doing so. That's coming up today at 1:05pm right after the midday stock report.

Broke Lock But Couldn't Get The Money
Thieves left the Run-In store on Statesville Road empty handed this week. Someone had damaged the lock on the building's Coca-Cola machine, attempting to gain access to the money changer. But while the lock was broken, the thieves apparently couldn't figure out how to open the door, as nothing was missing from inside. Damage was placed at $50 and the investigation continues.

Wilkes County Searching For New Voting System
Earlier this year North Carolina issued a mandate to all 100 counties, saying that each one needed to have their voting systems replaced by the 2006 elections. Wilkes County's board of elections has been hard at work over the past few months, going over the different models approved by the state and trying to determine which best suits the county's needs and also it's budget. Throughout this morning, members of the board will be trying out demos of the different products, then select one in a meeting later this month. After the board passes that resolution, the next step is to bring it before the county commissioners, first for a public forum to let people see it and ask questions. Then the commissioners will vote on the request, deciding if they'll approve the purchase. A date for the forum has not yet been decided, according to election officials but it is expected to happen within the next month. The reason being that a contract with the vendors has to be signed by January 20th, in order for the machines to be up and running in time for next year's elections. State leaders called for the switch after several problems came up during the 2004 campaigns, including 4000 ballots disappearing in the agriculture commissioner's race.

3WC Eye On Safety: Protect Yourself While Shopping
With Christmas just over a week away, it's time to head out and get those last few presents for family and friends. But while you're out and about, it's a good idea to take some precautions and stay safe. Law enforcement across the state have several suggestions to follow. First, always keep your car doors locked and windows rolled up when leaving the vehicle. Over the past few weeks here in Wilkes several reports have come in of thieves opening unlocked doors and running off with items from inside. Also don't leave pckages on the seat of your car. The reason being, would be thieves can see the items as they're walking by and it serves as a temptation to them. Once you buy something, put it in your trunk or behind the seat, out of sight. Finally, keep a grip on your purse, handbag or wallet and make sure not to set it down on either the top of your vehicle or off to the side when loading your purchases. That way thieves can't grab it and take off running before you've had a chance to react. Overall just watch out and have a safe holiday season.

State Lottery Faces Lawsuit
North Carolina's new lottery isn't even up and running yet, but already its' facing a lawsuit. The NC Institute For Constitutional Law announced that it will file suit on Thursday, questioning how the lottery was voted in. According to the Institute, lawmakers violated the state constitution by holding a reading of the bill and voting on it in the same day. They believe the three readings, as called for by state law, should have been spread out over a three day period, to allow for discussion. Traditionally that has been the case, but state officials suspended the ruling when they pushed through the lottery bill, arguing that the lottery wasn't a standard revenue bill and shouldn't be treated as such. If the lawsuit does in fact go through, then lawmakers might have to vote again on the bill and it could put a hold on plans to begin the games in April.

Wilkes Income Standard Smaller Than Most Around
More economic problems for Wilkes, as new reports find the county on the lower end of the financial spectrum. The North Carolina Budget and Tax Center has released a report, detailing the income standard for each of the state's 100 counties. In 2005, the income standard here in Wilkes is $25,404, that's good enough to rank 57th in the state. Also Wilkes falls short in the immediate area, as only three out of the eight counties that surround it have a lower income. Those counties are Alleghany, Ashe and Surry, all with standards of $25,068. Watauga is the highest in the region, with an income standard of $30,876. Alexander and Caldwell County both come in just slightly above at $26,664, while Iredell has a standard of $28,704 and Yadkin is at $30,012. Overall across the state, Orange County has the highest income standard at $37,512 while Edgecombe County is dead last at $24,804.

Students To Possibly Pay More For College Loans
Bad news for anyone either starting college or just graduating. Starting next year, it may be a lot harder to pay back those college loans. The U.S. Congress is close to approving some new legislation that would cut down on the federal deficit, but use college students to do it. Currently in the UNC college system, there are 138,844 people that took out student loans to pay for class. That rounds out to 70% of the student population. According to the government's own study, the average college graduate leaves with $17,500 in debt. How will the new proposal affect students? Because $14.3 billion is scheduled to be trimmed from student aid programs, meaning that instead of grants, people will have to take out more loans to cover the cost. $5800 in fees and interest would be added to existing loans that span over a 30-yr-period. Congress is meeting this week to hammer out differences between the Senate bill and the House version.

Arrest For Stolen Property Leads To Problems

Redundant systems and possible overcharging by vendors were some of the main reasons for the decision, as there have been some discrepancies in labor charges over the past few months. In addition, the company would help to monitor the county's computer systems and be able to track down hackers that try and get into the system. As it stands, the county manager's office estimated that the contract will cost $60,000. 529 Plans: How To Get Them
Throughout this week on the 3WC News, Brian has been talking with Carol Owens from financial service Scott & Stringfellow about 529 plans. They've been going over how the plans can help you guarantee there is money available for your kids' college fund. In the final part of the series, we explain what you need to look for when investing. Financial planners will go over things with you, explaining the options that are available. But when going with a plan, experts say to consider three items. First consider how you want to invest your stock. With over 47 different options, it can be easy to jump right in without knowing the consequences. Some plans will change as the child gets older and those changes could affect the end result. Also beware of fees. In most plans, there is a management fee ranging from .25% to .95% a year. But others will have hidden fees such as an enrollment charge or an annual maintenance fee of over 2%. Finally, make sure you discuss with your financial advisor how the 529 plan will affect any possible financial aid, given by your child's college. In some plans, 5.6% of the total earned by the plan would be counted by colleges as your family's expected contribution. In others if the student is named as owner of the plan, that increases to 35%.
